LA28 and the City of Los Angeles have developed a proposed agreement to support hosting a fiscally responsible and sustainable world-class Olympic and Paralympic Games in 2028 at zero cost to the City.

The proposed agreement lays out a clear path for delivering a successful Games, reflecting LA’s values, providing financial protections, driving economic benefit and elevating community input.

The proposed agreement, which advances terms established in 2017 in a Memorandum of Understanding between LA28 and the City of Los Angeles, builds an operational framework around collaboration, transparency, community benefit, risk mitigation and financial safeguarding, all while ensuring critical flexibility over the seven-year time horizon.

“Los Angeles is a tourism capital and host to some of the greatest sports and entertainment events in the world. Part of our city’s heritage is built around the idea of welcoming people from everywhere to enjoy LA’s creative vibe, youthful energy and big dreams,” said LA28 Chairperson Casey Wasserman. “In 2028, our entire community will come together to host an extraordinary experience that reflects Los Angeles and what’s important to us. This agreement with the City of Los Angeles is an important next step in our shared commitment to deliver a Games that puts people first and gives back to LA.” 

Central to the proposed agreement is a framework for the reimbursement of City services to support delivery of the Games. The proposed agreement also outlines community-centered commitments in support of economic empowerment, workforce development, accessibility, sustainability, arts and culture and human rights.

Additionally, the agreement articulates plans to support a long-term legacy after the Games are complete, building on the $160 million commitment LA28 has already made to support sports for kids across Los Angeles.
